Criteria for Evaluating Initiative Petitions

Is it complex? Some
issues can be decided by a simple "yes" or "no"
vote. Complex issues may need to be thoroughly examined in the
legislative arena.

Is it confusing?
Some initiatives are not written well or contain conflicts that may require
court resolution or interpretation.

Does it belong in the
Constitution? If the initiative amends the Constitution, consider
whether it really belongs in the Constitution. Amending the
Constitution is cumbersome, costly and requires the vote of the
people. Sometimes a statute would accomplish the same purpose.

How will it be funded?
Consider the effect on the overall flexibility of the budget. The
initiative may create its own revenue source or earmark, restrict or
obligate a specific percentage of the General Fund revenues.

What is the substance?
Examine the initiative by its merits. During the petition campaign, be
wary of potentially distorted information in the media or through petition
signature gatherers.

Who is behind it?
You can find out who are the real sponsors and opponents of the
measure. Contribution and expenditure reports are available through
the Secretary of
State's Elections Division at (503) 986-1518 or on-line.
The League
of Women Voters of Oregon and the League's
National web sites are excellent resources of non-partisan
information for interested voters in Oregon. We strongly encourage you to
visit these sites and study their materials. The Nationwide
Election Information web site is another highly recommended site.
